Chou Kakusei Whisper appeared in the "On the brink of Rampage!? Limit Break! ~ Rough Fudou Myouou ~" Event that lasted from June 1, 2020 to June 15, 2020. He could befriended after purchasing the Popular Yokai Elabelle Coin for only ¥120. He is one of the four Yo-kai selectable in the coin. The coin has returned since.
He returned in the "Youmajin Special Edition ~Youma Shin vs Chimera Watch~" event that lasted from January 17, 2024, to January 31, 2024. There was a chance of befriending him in the limited Crank-a-kai for 4.500 Y-points each 10-crank.
